To clarify:

The "target=_blank" function is essentially a hack. Every modern
browser knows to interpret it as "open a new window," but that's as
much control as you have. The client gets to choose how that request
is handled. All you are doing is suggesting to the client that you,
the designer, would like a new window. That could never happen, as far
as you know. The viewer could have his client configured to
_completely ignore_ such a request and open the link in the same
window (as I have mine configured).
