[ale] System Locale charset-K3B error

when I run K3B now, it opens with a 
"System Configuration Problem... 1 problem" window.

it says my system's locale charset is set to ANSI_X3.4-1968.
says  SOLUTION: to properly set the locale charset make sure the LC_*  
environment variables are set.

so... how do I do that????
