Theoretically no.  In fact wget should retry every packet that fails.
HOWEVER, if the packet loss is more than just loss (i.e.: corruption)
and wget (or your browser) doesn't realize it, then there is a
possibility for corruption... thus the need for md5 signatures to
validate what was downloaded.
