Fascinating.

Under control center > Regional & Accessibility > keyboard layout,
which keyboard do you have selected? Perhaps the system needs to be told
you have a 105-key keyboard, or whatever keyboard has the "Win" key. There
are more than 100 keyboards to chose from. <grin>
