My $0.02

The biggest advantage to using the Linux process is that even for a
windows admin, all that is needed once it is set up is to add and delete
users. Windows admins can handle that with webmin.

My vote: set them up with the best solution for the job. Find them other
support persons out side the IT staff they can call for extra help when
things need it. Show how to do the basic stuff like add and remove
users. Then just sit back and let things run.
