[ale] Chroot problem

I'll admin I don't know all there is about chroot but can anyone help 
with this problem:

[root at devi02 bin]# ls -l /var/tmp/root/bin/b*
-rwxr-xr-x  1 root root  17248 Jul 25  2005 /var/tmp/root/bin/basename
-rwxr-xr-x  1 root root 686520 May 10  2005 /var/tmp/root/bin/bash
[root at devi02 bin]# /usr/sbin/chroot /var/tmp/root
/usr/sbin/chroot: cannot run command `/bin/bash': No such file or directory


Where exactly is it looking for /bin/bash?  I assume in the chrooted 
environment.  It's also in /bin/bash, or the system wouldn't be running.

What's odd is that I know this used to work.
