What MTA are you using?  I know there is a tarpit patch for qmail.  I am
fairly certain that you can achieve similar results using postfix's
connection limiting (handled by the anvil module).

I found this on a quick google:

It looks like a dead project, but it may help if you do not want to dig
too deeply into MTA setup.  :)
