That is your problem. You need to set your hardware clock to UTC and
then tell your OS that you've done that. If you set the hardware clock
to local time then linux will become confused after a reboot. It'll
survive the time change and do the right thing but forget to update
your hardware clock. On your first reboot you'll be an hour off.
