If reinstalling the boot sector doesn't do it for you then I would look
into seeing what may be the problem with hardware.  When you reinstall
GRUB's bootsector, it should refresh itself with information on how to
load the stage 1.5 and then be able to go on to the shell and the menu.

There should be no difference between booting a 2.4 kernel and a 2.6
kernel, but, if you're still getting 2.4 kernels, you may want to
consider the possibility that your version of GRUB is out of date.  I'm
using GRUB 0.97 and have no issues with it.  If you are out of date and
no newer package is available, consider installing from source -- I'm
fairly certain that your problems will go away, unless they're hardware
related.

However, don't take that as a holy grail of stone with writing etched in
it ;-).  Just the most likely guess.
