[ale] DST params?

Thanks for  the correction. 

The time source tells me what time it is in UTC but it doesn't tell me whether 
DST is in effect at my locale. I may have been dreaming at the time, but I 
seem to remember some table in /etc that defined all this but it escapes me 
now.
