[ale] NTPD issues

I'll have to to more research to see how to identify why a time source
would be "reach=yes" and "condition=reject".  But just a 
thought, is it possible your CMOS battery is dead/bad?
Some of the extreme clock loss problems I have seen in the
past came from bad batteries.
