[ale] NTPD issues

RedHat Enterprise Linux ES 3
2.4.21-27.0.2.ELsmp

Everything related to NTPD worked fine before I rebooted the server last
Friday morning to put the new kernel in place.  Of course, I put the same
NTPD conf, etc. in place on another server in the same network that is
running the same kernel /RHEL version and have no trouble with it...
