[ale] NTPD issues

Well, I made the changes suggested by Jim (see below) then waited for
roughly 30-45 minutes and checked again.  Here is what things looked like:

The hwclock was off by quite a bit too:  Tue 08 Mar 2005 09:23:25 PM
ST  -0.176346 seconds

I reset it using hwclock --systohc which put it back to what it should be
for that time.

Any idea why the server is not able to actually connect to any NTP servers
even though it was before?
