[ale] sendmail and load

Hi Chris,

Just uncomment the lines containing QueueLA and RefuseLA and restart
sendmail.  When system LA (1mi) reaches 8, sendmail will only queue
email, whene LA equals 10, sendmail will refuse inbound email.
