Depends on what you need.

I use the free service from http://www.finitesite.com. It only serves static
pages. And the site operators beg for donations. But there is absolutely,
positivly no advertising text, banners, frames, or popups added to the pages.
That along makes it worth it.

Also not FTP. You have to use their funky web interface to upload and change
pages.
