Ryan,
    Admittedly, it's not an _elegant_ solution, but you may want to give
this a go:

After getting the decimal equivalent, see if you can bypass the banned
URL (it all depends on how sophisticated their URL filtering software
is).  You may find problems with subsequent requests from clicking on
links from within the target site though...Sure would be a fabulous
browser plugin (i.e. URL rewriter)!
