I'm a Comcast broadband maggot^H^H^H^H^H^Hcustomer and they sent us an
e-mail saying that they were testing this "product" (code name for
"higher cap") in some areas.  Then, I was getting >250KB/s prolonged
blasts from ftp-linux.cc.gatech.edu and other places.  I guess it
matters most to Kazaa users, gamers, Gentoo installers, and distro
downloaders.  

Have a look at this - this just went by on the ssh session to KAGA, my
dual Pentium/133:
