Wow! That looks like a serious scam! I can't think of any reason E-Bay would need your social security number and credit card information. I'd report it, if I were you. I did try to report some off e-bay selling scam to e-bay (I put bids on several laptops - then got offline offers outside of e-bay to purchase laptops. That's against the rules). Of course, I got not response form E-Bay after reporting it.

Anyway - that sure looks like a scam to me.
