The important parts:

"All Agencies as that term is defined in O.C.G.A. Section 50-25-1 who 
purchase or  lease new ?wintel? platform compatible workstations for 
standard office productivity;  and/or agencies upgrading existing 
workstations.  Non-wintel platform workstations  or specialized 
workstations are not within the scope of this Standard."

"Wintel - A term describing any computer platform consisting of some 
version  of Microsoft Windows running on an  Intel 80x86 processor or

It's *only* specific to standardizing windows versions across windows 
machines... that's it.

Linux mail filter boxen are fine (not workstations).
Mac OS X graphics boxes are fine (not wintel, and specialized 
workstation).
Linux office productivity boxen are fine (not wintel).
Win 3.1, 95, 98, ME, XP, 2000 (standard) boxen are the only things on 
on the chopping block.
