A followup -

I managed to get the think working - it was a combination of
a) bad boot floppy. I was reusing an old AOL floppy
b) bad CD drive in the box - good thing I didn't pay for that one...
c) perhaps cabling+jumpers mismatch
d) reversed floppy cable

So I spent the evening selecting the packages to load, and it loaded, but bombed
out on the reboot, complaining about something being too big to fit into memory
- I assume it was the kernel, but will rebuild tonight with a workstation
'stock' install to see if something works. I can always re-install after that
with more packages.

Thanks for the help, everyone!
