What program are you using to "video conference"??

the logitech quickcam express is usb. i think throughput if i remember 
reading it from the
box is something around 10~12mb per sec.  or something like 12 frames/sec..

i have videoconfed with my fam+friends worldwide:venezuela, US(miami), 
sri-lanka, france, and UK.
it really boils down to how good the connection is. i don't care if you 
have usb++ or a more advanced camera.

on average the connection between uk/france/sri-lanka and myself is 
pretty good.
                                            between venezuela and myself 
               is ok.
                                            between miami and myself     
                is ok--  (although sound                               
                                                                        
                            communication is much better)

(myself == atlanta)
