Sounds like it may require 128-bit encryption for the SSL, and some browsers
may not have it (maybe only 40-bit).  I have rarely received a useful error
message when running into that situation.

I'm trying to access a website that has some benefit info.  Here's the 
wierd part:

firewall can get to it most of the time, say 80%
machine on the dmz can get to it about 40% of the time
machine behind the dmz can never get to it.

It seems it's doing some hokey stuff, but I've checked out my chains and 
all seems well.  I'm wondering if it's some kind of timeout issue?

Can anyone else get to this site reliably?
