[ale] syntax scp or rcp

I think I misled by using the word compression instead of encryption.  
Sorry about that!  Double encrypting is what I was thinking about and 
not compression.  Is there a way to encrypt the just login but not 
subsequent transmissions?  I did play around with types of encryption 
and found that with the ssh.com version, I could specify no encryption.  
If compiled with that as an option.  However, that isn't really what I 
wanted.

The reason for this is to get users used to ssh but when bandwidth 
limited you could have the option of not encrypting a file transfer but 
still encrypting the login and password.
