My latest experience would be my existing home.  I moved in about 1.5 
years ago.  There was dial tone when we first viewed the house, but that 
was because the previous owner was still paying for service.  Shortly 
there after, I checked the phone line when we had the home inspected and 
it was dead.

Previous experiences have been the same, but those experiences were over 
15 years ago, as the homes I lived in between this one and then were new 
homes, no previous owners.  Those homes did not have dial tone until I 
contacted the phone company to set up services.
