All of Earthlink's ADSL connection use PPPoE. The static IP part is done
by always assigning the same IP adress to a particular login. It still
flakes out some times when the authentication server is down. It will
allow the login and assign an dynamic IP. Bad news for some VPN clients.

The SDSL service does NOT use PPPoE. It's more like a fractional T1
line. Very solid connection. Mine had no outages at all in nearly 2
years. Expensive.
