Thanks again for all your help on this.  Apparently my googling skills are
weak -- my roommate found this little gem netled away on PHP's site:

Bug #14024  can't do select on char, varchar2 etc. variables with oracle 9i

I selected an int field, and lo, it worked.  So it *is* a known php+9i
issue.  Oddly enough, my search for the same thing she searched for did
not return this page. I think the google force is not with me today. :|

The solution is to set the full oracle environment for the *apache* user
(not in the PHP script), if anybody else runs into this in the future.
