Try this:

<Directory /cgi-bin/homeaut/>
    AllowOverride AuthConfig
    Options ExecCGI
    Order allow,deny
    Allow from all
</Directory>

This assumes that the cgi-bin directory is in the root.  If not, use the
full path e.g.
<Directory /usr/lib/cgi-bin/homeaut/>

Remember to restart apache after modifying the conf file.
