I have seen this sort of stuff happen a lot.
If you have a custom setup pull it out of the loop.  Make a configuration like what is
expected. Even if this means a M$ box with PPoE. Test if it works then fix what it broken
in your custom setup. If it doesn't call you ISP back.  Try not to even have a
router/hub/switch even in place.
