[ale] CVS - merge bug

Hello,
Been searching most of the day to find any reference to a bug in CVS 1.10.1.  Basically when doing a merge from CVS to local copy the merge report will show okay, the file shows it has merged, but the files doesn't actually merge.  So then the file is checked in without the merges and problems arrise.  I have need shown the results of the problem, been told that there are "vague memories" of it happening before.  It only seems to have happened on this specific file.  There is nothing special about the file.  

The user doesn't think he made a mistake in editing or anything like that so that leaves me with trying to find a problem in the system.  Has anyone seen or heard anything like this?  I can't find any reference to anything like it on line.

I know there is a more recent version of CVS but I can't update to it at this time.  So I am left trying to find the bug,..if one really exists.
