[ale] Recovery Services

My brother just called in a highly distressed mode.  His HD has crashed and
he is seeking someone to recover it for him.  The OS he uses is Windows 98.
Yeah, I know, what about the backup, but he is not technically inclined, and
it is water under the dam anyway.

Western Digital tech support has told him to call a recovery service, that
there is nothing they can do. So ... does anyone on the list have any
experience w/ recovery service or can give a recommendation ?

He has tried both Norton and WD's tools and no joy, however the code (from
the WD website) just says that the SMART routine is not starting, even
though their advice is to replace the HD.  I am thinking that maybe a low
level reader could still take something off of the drive and will try that
before we go the $400 and no promise data recovery path.

There is something of a time factor here (2 days) so I would appreciate any
