You tried these?  I assume you have, but worth a shot!

1.  Open up Internet Explorer 
2.  Click on 'Tools' on the menu 
3.  Select Internet Options 
4.  Click on the 'Programs' tab 
5.  At the bottom will be a white box that says: "Internet Explorer should
check to see whether it is the default browser" - make sure the box is
unchecked

Tried that, but it still didn't work.  I'm not terribly concerned about
fixing
it, but do appreciate the suggestions. 

I also didn't realize that both user accounts could be/maybe are admin
accounts.
 I didn't even think to check that.  Sheesh!
