Umm, the *real* reason that the ballot box makes little difference is that 
elected officials, no matter what they promise in order to get elected, 
pay no attention to those promises after they are sworn in.  Once in office, 
only money talks 

(OK, there are a few honest politicians, but they're few and far between).

Since congress regularly exempts itself from any laws they pass, they 
won't see any impact no matter how draconian the laws become.
