[ale] How to see and minipulate partition labels

Does anyone happen to know how the kernel figures out
which label to use? If I have two disks, and I do a
dd if=/dev/hda of=/dev/hdb bs=1024, the labels should 
be identical on both drives. I am curious how it chooses 
/dev/hda1 over /dev/hdb2.
