I'd be interested in hearing what, if any response you get.

Further, since it is a state college, I would expect that funding by 
outside sources (Microsoft) should be well documented and available. 
Have you considered pursuing this?

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
