This was predicted by the user groups there.  A couple of weeks ago the 
Indian govt said they were going to look into Linux.  This announcement 
came coincidentally right after bill or Balmer or someone high up in MS 
said they would visit India.  It was widely perceived as a way to squeeze 
MS for more concessions.  I'd say they were right.
