He said 'placing the ip in the browser inside his network.'  The only ip 
mentioned was the static ip, which would send the request to the router.

Sure, if he uses the dynamic ip provided by the router, but as I recall, 
he already said he tested it locally.  He wants to test it via the internet.

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
