I agree with the previous poster, the  "Learning Perl" O'Reilly book is 
the place to start.

perldoc is great for reference, but not a learning tool.

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
