The official Washington law and policy is that H1B Visas for professionals
should be limited to filling vacant jobs when US Citizens and Green Card
holders (permanent residency aliens) are *NOT* available to fill them AND
they must be paid prevailing wages.

The reality is that business lobbied hard for the increase in H1B Visas simply
as a cost-cutting measure by paying H1B's much lower wages than the prevailing
rates.  The gov't is required to police these abuses but does not bother.

While this abuse is but one of several things contributing to the current
very high unemployment rate among programmers and SysAdmins, it is the one
easiest to change with publicity and lobbying.  I sent my comments to the CNN
site and will be sending paper letters to my US representatives.  If you
don't demand the law be enforced, don't complain at the unemployment line!
