Also worth mentioning is that at the lilo boot prompt you can explicitly
specify the runlevel by passing it as a boot parameter.  For instance the
following line will boot the default kernel 'linux' into runlevel 4:

  LILO: linux 4

Look in /etc/inittab, check the lines that read:

# default runlevel
id:5:initdefault:

The "5" after the "id:" is what your run level will be set to at boot time.
