Your concerns regarding CGI are valid if somewhat overstated, 
but they have been known about and solved many years ago, 
by mod_perl and a bunch of other clever solutions. As far as 
security, that's a function of your application's code, not 
whether or not you are using CGI or something else.

I'd still recommend mod_perl above anything else out there. :)
