Wouldn't that indicate prior testing?

Also the article stated in several places that many of the problems were 
the result of operator error.

The manufacturers proposed solution is to do the following during the 
November elections:

1. Train poll workers before using the new machines.

2. Have numerous manufacture's technicians on hand to handle any problems.

According to the article, it would seem that the only criticism from this 
list that the manufacturer is not addressing, is the use of Windows as the 
operating system.

Just for the record, I agree with the list's sentiments concerning Windows 
as the base for the operating system. I don't think I would have used it if 
I had designed the system.
