There are some drive coolers on the market that work pretty darn well. 
My file server has two such coolers and they do a marvelous job, even 
though you can look at them and see that they could do better.  It's 
basically a flat heatsink that you set against the drive (I used some 
grease where contact was made) and a comple of small fans blow through 
the heatsing and around the drives.  It comes with a grille to screw 
into the front of the bay and it replaces the front panel blank.  I 
think they sell them at Micro Center and elsewhere - the heatsink part 
is blue and has "Ultimate Drive Cooler" or some such on it.
