[ale] limiting bandwidth or prioratizing?

  Every now and then I either do some downloading or let some friends upload
some of my archives.  The downloads to me aren't so bad, but being cable
I'm limited to 128mb up.  This gets a bit tedious when I go to ssh in from
work and I'm lagging real bad on my line.

  I remember we used to be able to "prioritize" the traffic.  I'm on 2.4.4
and iptables with a pretty restrictive rule for ftp.  Is there something
I can tag on with iptables to do something about this?
