Your tcpdump shows that host debian.SAMBA is attempting to query all 
the various root domain name servers.  In the query, it is asking for 
a list of name servers which are authoritative for the root zone.  

Named has a hints file which lists all the root name servers.  
However, being a 'hints' file, it may not be completely accurate or 
up-to-date.  So the first thing named does when it starts is to query 
one of the servers in the hints file for an accurate list of root 
name servers.  If there is no response, named keeps going down the 
list of hints until it gets a response.  In your case, there seems to 
be no response from any of the servers queried.

Using -> tcpdump -i tunl0 on Debian-2.4.6, I get results as shown in the 
attachment.

What's going on here, please ?
