Ug, I think I've found the problem, but I'm not sure how to fix it.  I'm using the latest RH build kernel and kernel source for 2.2.x, but the aic7xxx driver they have in the source is REALLY OLD (5.x.x series).  The pcmcia config steals from the linux/drivers/ source to build it's modules, so it's getting old code.  The 1480B seems to need at least a 6.x.x version of aic7xxx in order not to blow up.  So, it seams I either have to find a newer kernel setup (kernel.org), or I have to integrate the new aic7xxx driver into the RH source (ick!).
I think I'll give kernel.org a shot first.
