[ale] Lame question

System:
K6-2/550MHz/256MB/33GB
Symbios 53C810 Scsi adapter
HP Scanjet 4P
Exabyte 2.3GB 8mm tape
HDD's are all ATA.

Problem:
SCSI module unloads periodically.  References to st0 will bring it back
straight away, so will modprobe -k st0.  Unfortunately, if the device
isn't "there" when I go to run xsane, xsane can't find the scanner to
offer it to me.

Additionally, the file perms on /dev/sg1 (where the scanner is connected)
periodically reset to 600.  I want them to stay at 666, because I want
non-root users to be able to access it.

Wanted:
To make the module load at boot, and stay loaded.
To make the /dev/sg1 perms stay constant
