[ale] Kernel 2.4.x and FTP

You are referring to TCP ECN: Explicit Congestion Notification,
found under Networking Options.

I don't suspect it to be Bob's problem with FTP, but I could
be wrong....
In any case, to visit some (large number of) web sites,
you need to have it off/disabled.
