Wireless is cheaper if you don't need more than a T1 connectivity.

However, if there are dark fiber available with minimal cost, take
advantages of it.  You never know if you will need gigabit
connectivity few years from now. ;-)

wireless bandwidth is pretty small. If they are interested in reasonable
connectivity speeds, wired/fiber is the best route. It will probably
remain that way for a long time. 

A better route than suspended fiber is buried fiber. Bury it along the
edge of the sidewalks connecting buildings at least 2' deep. The sidewalk
will provide both location info and some protection.
