You may also want to look at http://www.netsaint.org, which is more
Linux-centric.

All of them can monitor servers' services, post the results on a web page,
and send e-mails/pages to responsible sys ops.

Another neat service is http://www.byedesk.com.  I get a free e-mail address
from them.  When my servers send mails to that address, it forwards the
short e-mails to my PCS (Powertel) phone.

I am looking for a very good network mintoring tool, a such tool should
be able to check networks with echo, http, https, dns, smtp. When there
is a problem this tool should send email, and then dail out.

I don't care what platform it is on. Just as long as it does not require
X.
