Thanks a lot, everybody.  The winners of the 'guess my malfunction' contest
this time around are the ones who said "noexec" -- the person
co-administrating the box with me set it up to mount SOME of the partitions
with that option for security (and I didn't even know 'mount' could do
that).  Which gave me inconsistent behavior depending on which partition the
file I was trying to run happened to be located on.  I fixed it by making my
~/bin directory a symlink to a directory on a different partition.

(And yes, even root is denied permission to execute if the file is on a
partition mounted with "noexec".  Weird!)
